Regional Director — Jim DeHarpporte
The Catholic Relief Services West Regional Director represents CRS senior management and provides CRS with geographical presence in the Western United States. As a member of the key leadership team of the U.S. Operations Division, the Regional Director advances the divisional mission by overseeing and directing a core staff who will inform, mobilize and engage the Catholic constituency in the promotion of global solidarity.
Primary responsibilities:
- deepen the relationships with diocesan partners
- expand and develop new contacts with other Church institutions and organizations
- develop relationships with universities and other institutions in order to broaden the awareness of CRS in the region
- promote partnerships among these groups and institutions with our programs overseas
- provide feedback from the viewpoint of our constituents in the west on CRS programs and policies
The CRS West Regional Director reports to the Vice President for U.S. Operations, and works in coordination with other U.S. Operations Departments, the Charitable Giving and Awareness Department and Overseas Operations. The Regional Director is based in San Diego, CA.
Jim DeHarpporte began his career in international service in the late 1960's as a teacher in a Catholic mission school in Sabah, East Malaysia. Beginning in 1973, he served with CRS in several countries in Asia and Africa, including the Philippines, Kolkata, India—where he worked closely with Mother Teresa—Sierra Leone in West Africa, and Ethiopia during the famine in the mid-1980's. From 1982 to 1986 he was based in our world headquarters as Deputy Director of Africa with specific oversight for West Africa. After his tour in Ethiopia he went to New Delhi, as head of the India program, and in 1990 to Bangkok, Thailand, where his responsibilities included Vietnam, Cambodia, Laos and Burma. From 1994 to 1998, he was the President of the Asia and Pacific Platform for CIDSE, a consortium of Catholic development agencies in Europe and North America. From 1994 until August 2001, he served as Regional Director for Southeast Asia and the Pacific. From 1995 until August 2001, he lived in Jakarta, Indonesia where he also served as Country Representative.

Relationship Officer for Colleges and Universities — Joe Symkowick
The Relationship Officer for Colleges and Universities is responsible for outreach and development of institutional relationships between CRS and other Catholic institutions, particularly colleges and universities, but also health service institutions and missionary communities.
The role of the Officer is to:
- advance the agency's vision of global solidarity with the poor and their mission as Catholic institutions by establishing, planning and managing the strategic direction of these relationships
- represent CRS with the university partnerships between CRS and Santa Clara University and the partnership between CRS and Seattle University
- serve as a liaison between catholic institutions, Newman centers, etc. and the agency
- represent the agency to external audiences and seek to form institutional collaborations focused on the promotion of Catholic Social Teaching, global solidarity and international social justice issues, such as HIV and AIDS, peace, fair trade, etc.
The Relationship Officer for Colleges and Universities is based in Sacramento, CA.
Joe Symkowick is a third generation San Franciscan. He has worked for CRS since 2004. Joe has been a Deacon for over 20 twenty years and is assigned to the Newman Center at California State University, Sacramento. Prior to joining CRS, Joe was a practicing attorney for 32 years. His specialty was education and, in addition to serving in many other positions, he was the General Counsel of the California Department of Education for 13 years. Joe has been the recipient of many awards and has been counsel of record and argued many state and federal cases resulting in published opinions. He has been a registered lobbyist and is a member of the Texas and California Bars and admitted to practice before numerous federal courts including the Ninth Circuit Court of Appeals and the United States Supreme Court. Joe has a B.A. in Philosophy from St. Patrick's College Seminary, Menlo Park, California, and a Juris Doctorate from University of California, Hastings College of Law, San Francisco, California.

Education Organizer — Joe Hastings
The Education Organizer promotes global solidarity in West Coast dioceses, especially through faith formation. Joe works throughout the region but focuses on the Pacific Northwest and Northern California. His role is to:
- support diocesan leaders with training, education, speaker tours, facilitating immersion education trips, and other resources to build global solidarity through the work of CRS
- build the diocese's capacity to promote global solidarity through forming Global Solidarity Teams and training CRS Ambassadors
- offer classes, workshops, and retreats on themes in social justice, scripture and spirituality to contribute to religious education programs in each diocese.
Before coming to CRS, Joe Hastings worked with the homeless, in parish social ministry and in religious education. After a year in the Jesuit Volunteer Corp serving migrant farm workers, Joe worked for seven years with people living in the streets of Seattle, WA, and Cambridge, MA. For several years Joe taught classes and presented workshops in scripture, theology, social justice, and nonviolence in programs for adult education, catechist certification, deacon formation and young adult leadership in Seattle. He has visited the work of CRS and the local Catholic Church in Latin America, Africa, the Middle East and the Philippines. He holds degrees in Theology and Political Science from Boston College and divinity from Weston School of Theology.

Relationship Officer for Education and Formation (Southern California) —
Maria Arroyo
The Relationship Officer for Education and Formation promotes global solidarity in West Coast dioceses, especially through faith formation. Maria focuses on Southern California and Nevada and on outreach to the Hispanic community. Her primary responsibilities are to:
- reach out to our domestic constituency through the diocesan and parish structures with workshops, facilitating partnership visits, and other resources, and through private initiatives and small groups who would seek to collaborate with us in raising awareness and building relationships of solidarity
- offer classes, workshops, and retreats on themes in social justice, scripture and spirituality to contribute to religious education programs in each diocese.
Maria Arroyo has over 10 years of experience in leadership positions in teaching and lay ministry. For 6 years she served with the Institute of Pastoral Ministry in the Diocese of Orange, helping to develop curriculum and teach certification classes. She also has served in parishes and presented workshops throughout the Diocese. More recently she has served as a Project Coordinator for the Interfaith Committee for Worker Justice in San Diego where she has worked with clergy and laity of all faith traditions on immigration reform, and with the Office of Campus Ministry at the University of San Diego where she has organized major events, guided students in prayer, facilitated theological reflection and Spanish Bible study with Hispanic staff. Maria is a Latina and the daughter of immigrants. She has facilitated immersion experiences to El Salvador, traveled to Argentina, Mexico, and done service work in a Buddhist monastery in India.
Maria holds a M.A. in Pastoral Care and Counseling with electives in Peace and Justice from the University of San Diego, and an M.A. in Theological Studies from Loyola Marymount University. Her B.A. is in Business Administration from USC.

Relationship Officer for Youth — Jeanine Boucher-Colbert
The Relationship Officer for Youth aims to mobilize youth for charity and social justice by:
- fostering a greater understanding of all people as members of one human family, and how young people in the United States, through faith and action, can contribute to the greater good of the world community
- working closely with the Domestic Programs Department and especially with the Program Officer for Youth in CRS World Headquarters in Baltimore to develop materials for use in schools and parish youth ministry programs.
Jeanine Boucher-Colbert, Relationship Officer for Youth, served as a Maryknoll Lay Missionary with her family in Brazil, Program Director of the Providence Portland Medical Center and the Area Director for the Jesuit Volunteer Corps. She has two adopted children from India. She was an exchange student in Japan and has traveled in Latin America, India, Thailand, Brazil, Mexico, Argentina, Chile and Bolivia. A native of Los Angeles, she holds an M.A. in Public Health from UCLA.

Office Coordinator/Program Officer — Evangely Aliangan
Our Office Coordinator/Program Officer provides administrative support to the Regional Director and Relationship Officer in San Diego. She coordinates the schedules of visiting speakers, arranges for materials and displays to be sent to diocesan events, helps with travel arrangements for delegations visiting programs overseas, and helps represent CRS at exhibits at functions in Southern California. She also assists in the promotion of the core programs of U.S. Operations: Operation Rice Bowl, Fair Trade, Food Fast and Advocacy in Southern California. Evangely is based in San Diego, CA.
Evangely Aliangan grew up and attended San Diego schools. She has worked for the Diocese of San Diego since 1998 as administrative assistant for the Diocesan Institute, program coordinator for the Office for Social Ministry and as youth minister and director of faith formation at local parishes. She has been active in parish and diocesan ministries since the late 1980s, especially with Hispanics. She graduated from San Diego State University with a degree in Spanish, emphasis in bilingual education, and minors in French and Latin American Studies. Evangely has attended World Youth Days in Denver, Paris, Toronto and Cologne and has also traveled to Mexico, Argentina, Egypt and Israel.

Major Gifts Officer — Outreach to Corporations and Foundations
CRS has several Major Gift Officers located in the West region that serve as part of the agency's Charitable Giving and Awareness Division. The are responsible for:
- identifying, cultivating and soliciting large contributions from individual donors or foundations to support the work of CRS
- working with donors to help build long-term relationships and understanding of CRS and its mission to help serve those overseas.
